Personal Statement
  • Judge Kavanagh was born on Sept. 26, 1943, in Lawrence, New York. After admission to the Bar in 1970, Judge Kavanagh served as an Assistant District Attorney in New York County for four years. He also was Chief ADA in Ulster County until 1978, when he was elected Ulster County District Attorney, and served in that capacity until 1998. Judge Kavanagh was elected to the Supreme Court in 1998. In 2006, he was appointed by Gov. Pataki to the Appellate Division, First Department and then in 2008 he was appointed to the Third Department by Gov. Spitzer. In addition to serving on the Appellate Division, Justice Kavanagh has served as member of the Litigation Coordinating Panel, the Advisory Committee on Judicial Ethics, the District Jury Advisory Committee of the New York State Bar Association and the Unified Court System’s Drug Court Advisory Committee. In 2012, Judge Kavanagh received the highest ratings of "highly qualified" by the Independent Judicial Elections Qualification Committee and "outstanding" by the Albany County Bar Association. Judge Kavanagh is married to Marilyn Ryan Kavanagh; they have two children and four grandchildren, and live in Woodstock, New York.
