Personal Statement
  • The Honorable L. Priscilla Hall has presided over criminal and civil matters and in response to the unprecedented increase in child protective complaints following the Nixzmary Brown case volunteered to serve in Family Court during 2006. Her diverse career has embraced the fields of law, public and community service. Prior to her election in 1993 to New York Supreme Court, Justice Hall served on the New York City Criminal Court, having been appointed by Mayor Edward I. Koch in 1986 and reappointed to a ten year term by Mayor David Dinkins, three years later. In 1990, Governor Mario Cuomo appointed Justice Hall to the Court of Claims. Justice Hall believes that the courts must work to maintain the public confidence in our judicial system and has worked to achieve this objective. Justice Hall received her undergraduate degree from Howard University in 1968. After graduating Magna Cum Laude with the distinction of being a member of the Phi Beta Kappa Society, Justice Hall pursued a Master of Science degree from Columbia University School of Journalism, graduating in 1969. She received her Juris Doctor from Columbia University School of Law in 1973.

Professional Experience
  • July 1990 to January 1994 Judge, New York State Court of Claims Appointed by Governor Mario Cuomo with the consent of the New York State Senate to the Court of Claims. Assigned by the Presiding Judge of the Court of Claims Donald J. Corbett, Jr. to serve as an Acting Justice of the Supreme Court of Kings County.
  • March 1990 to July 1990 Acting Justice, New York State Supreme Court, Kings County Designated by Deputy Chief Administrative Judge Milton L. Williams to serve as an Acting Justice of the Supreme Court.
  • February 1986 to March 1990 Judge, Criminal Court of the City of New York Appointed by Mayor Edward I. Koch to the Criminal Court bench. Presided over jury and non-jury trials, conducted calendar calls and arraignments, decided motions and rendered decisions. Re-appointed by Mayor David Dinkins to the Criminal Court bench to a ten year term in January, 1990.
  • November 1982 to February 1986 Inspector General, NYC Human Resources Administration Managed an office of seventy-five persons charged with the responsibility for the investigation of criminal activity, conflicts of interest, unethical conduct, misconduct, incompetence and corruption by Human Resources Administration employees and employees of organizations funded by the Human Resources Administration. Performed similar functions for the New York City Department of Employment, the Community Development Agency, the Department of the Aging and the Youth Board. Oversight responsibility for the operation of the Bureau of Client Fraud Investigation, a unit of 230 persons which investigates fraud committed by Medicaid, Public Assistance and Food Stamp recipients.
